We are a tobacco company that began operations in 1996 under the leadership of Mr. Osvaldo Domínguez Dibb, the company’s founder and director. We integrate industrial technology, technical expertise and quality controls throughout our production processes.

Our manufacturing plant is located in Hernandarias, Paraguay. Its location in the heart of South America facilitates regional and international connections. The industrial complex occupies a 266-hectare property and includes more than 20,000 m² of industrial floor space.
Our operations extend from supporting agricultural producers to cigarette manufacturing and final customized packaging. We have our own tobacco threshing and leaf processing facilities for primary processing, filter manufacturing and printing operations, as well as a technology development workshop, a quality control department and automated lines for large-scale cigarette manufacturing and packaging, or secondary processing. This integration combines selected raw materials and inputs imported from top-tier certified suppliers with our own industrial capabilities.

Supporting smallholder farmers in Paraguay
Our commitment to Paraguayan family farming
CT Montecarlo supports 112 smallholder farming families in the department of San Pedro, through technical assistance and contracts to purchase their entire Burley tobacco crop. Each family cultivates an average of 0.5 to 1 hectare.
CT Montecarlo supports the harvest and purchases these families’ entire production, which totals 175,000 kg annually during the 2026 season. This model provides technical support and a predictable outlet for the harvest, contributing to the development of Paraguayan family farming.
The aim is to expand this supply to 400,000 kg of Burley tobacco annually, equivalent to CT Montecarlo’s current annual consumption of this tobacco variety.

Presence in the communities of San Pedro
Beyond Liberación, this support reaches the communities of 1ro de Mayo, San Juan, 29 de Junio, Costa Rica, 6 de Enero, San Blas, San Ramón and 13 de Noviembre, in San Vicente Pancholo; San José and Santa Lucía, in the Naranjito area of General Francisco Isidoro Resquín; as well as growing areas in Choré, extending its presence across the department of San Pedro.
